Moderators are the sentinels of the communities they serve. They are entrusted with combing through submissions and ensuring that it follows the rules. They are to be tagged when there is a breach within the community. Reach out to them when you find content that is questionable and deserving of a moderator to look at. Moderators also have the same permissions as contributors and can add content without supervision as they please. 

Administrators are the architects of the communities they serve. They overlook the moderators, contributors, and the general well-being of the communities. They are entrusted with moulding everything into shape. They pick the moderation team and they are responsible for the overall health of the community. Reach out to them when you find something of major concern.
